CIRA is the acronym for the Canadian Internet Registration Authority.

CIRA is a non-profit corporation that has a sole responsibility for operating the .ca country code top-level domain.

At the CIRA website - www.cira.ca you can find all the rules and regulations as pertaining to the .ca domain. You can also find the to be released (tbr) lists as well.
